It remains one of the most intriguing unresolved secrets in the Warhammer 40,000 universe—or at least, it once was. Through a newly released codex, Games Workshop has at last unveiled the true meaning of the hotly debated Terminus Decree—and some dedicated Warhammer 40,000 lore enthusiasts aren’t exactly thrilled.

For those unfamiliar, the Terminus Decree represents the ultimate command given to the Grey Knights—arguably the most enigmatic chapter of Space Marines in the lore—issued just before the Emperor was interred within the Golden Throne. This followed his near-fatal injuries inflicted by Warmaster Horus during the conclusion of the Horus Heresy.
