On March 16, 4A Games shared their plans for the year-long celebration via a blog post on their official website. Founded in Kyiv, Ukraine, and later expanding to Malta, 4A Games draws inspiration from the works of Russian author Dmitry Glukhovsky, renowned for his science fiction novel Metro 2033 and its sequels. Despite the challenging situation in Ukraine, 4A Games remains committed to their craft. They stated, "These circumstances are incredibly challenging, the situation remains dangerous and not within our control, but we are currently as safe as possible, and we want to manage your expectations around the reveal of the next Metro title, it will be ready when it is ready, and we can’t wait for you to see it."

The developers noted, "As we said in our last studio update, in 2022 a full-scale Russian invasion changed how we wanted to tell the story of the next Metro game. As art became life for many of our developers in Ukraine, we drew from that lived experience to create an even darker story, those themes already present in Metro becoming ever-more apparent and important."
