These five cards form a "cycle," each representing one of Magic's colors. They are designed as inexpensive, common-rarity creatures, each with an ability linked to one of Tarkir's three-color clans, and another that enables converting mana into a color of that clan.
“Three-color limited environments require robust mana fixing at all rarity levels,” explains Adam Prosak, Senior Game Designer at Wizards of the Coast. “We aimed to ensure a variety of decks could access mana fixing, so we developed numerous designs to address mana issues. These creatures are unique because they allow you to play creatures on the board while simultaneously improving your mana - unlike tapped lands which only provide mana and can put you at a disadvantage to fix your mana base.”

Lauren Bond, Senior Worldbuilding Designer, notes that while the mechanics drove the initial design of this cycle, common cards are often a canvas for showcasing the set's world. “This cycle highlights the evolution of Tarkir’s clans since their last appearance. From the action-oriented Jeskai monks to the Temur's use of Whispers, the Sultai's Nagas protecting the jungle, the Mardu's varied military roles - and dragons of all sizes - to the Abzan clerics regrowing lost kin trees, each card tells a part of Tarkir's story.”
Some recent Magic sets have faced criticism for leaning too heavily on familiar tropes or thematic gimmicks, even when revisiting previous planes. Tarkir: Dragonstorm distinguishes itself with a more direct approach to returning to Tarkir. Forrest Schehl, Senior Worldbuilding Art Director, emphasizes the importance of such feedback to Wizards of the Coast, but notes, “The overarching concept for Tarkir was set well before Murders at Karlov Manor and subsequent releases, and it remained unchanged. Our goal was to fuse Dragons and Clans in a novel way, with Dragonstorms as a central theme. Lauren and I felt the pressure to do justice to this cherished plane from the outset, ensuring we crafted the next chapter with authenticity and depth.”
